DC SREC Market

The District of Columbia passed a law in July 2011 which prevents out-of-state systems registered after January 31st 2011 from participating in the DC SREC Market.  The market is much more straightforward than other states with a set SACP through 2018. Though it is a small market, with a comparably low requirement, DC SRECs are trading well.

States Eligible for DC Market: DC
Energy Year: January 1 to December 31
Tracking Platform: GATS
SREC Useful Life: 3 years - a 2010 SREC can be counted towards the 2010, 2011 or 2012 RPS

Solar Requirement: Reaching 2.50% of total electricty generated in 2021

SACP: Fixed at $500 through 2016, declining thereafter

Meter Readings: Facilities less than 10 kW can use estimated generation based on the PV watts calculator. All other facilities must submit monthly meter readings. Systems larger than 10 kW require a revenue grade meter.

Eligibility Begins: Upon date of interconnection or the beginning of the most recent energy year (whichever happens second).

Source: EIA Report "Retail Sales of Electricity by State by Provider" updated 10/1/12. Projected SRECs Required utilizes the most recent EIA electricity data applying an average 1.5% growth rate per forecast year. RPS Solar Requirement is multiplied by forecast total electricity sales to arrive at Projected SRECs Required. Projected Capacity Required is based on a factor of 1,200 MWh generated per MW of installed capacity per year. Projected Capacity Required assumes the amount of capacity needed to be operational all year to meet that year's RPS requirements with only current vintage SRECs.
