Missouri's Renewable Portfolio Standard (RPS) requires investor-owned utilities to obtain RECs for 15% of their retail energy sales, of which 2% must be met by Solar RECS. However, utilities typically provide incentives directly to customers interconnecting distributed generation, which includes a long term REC transfer. This incentive structure keeps Missouri from having an open SREC market.
