Colorado's renewable portfolio standard (RPS) seeks to meet a goal of 30% of investor owned utilities, 10% of Electric cooperatives, and 10% of Municipal utilities serving more than 40,000 customers by 2020. It has a solar carve out of 3% of the RPS. Half of the 3% requirement must be "retail distributed generation" serving on-site load.
