MA2011 SREC Auction Closes at $535/SREC

The Q2 2011 (April – June 2011) MA SRECs were issued on October 15, 2011. Unlike other SREC markets, the MA Solar Carve-Out program mints SRECs quarterly, three and a half months after the close of the calendar quarter. In coordination with the Q2 2011 issuance, SRECTrade recently held a separate auction for MA2011 SRECs.

The auction closed on Monday, October 17th at 5:00 p.m. Eastern. SRECs transacted at a clearing price of $535.00 per SREC. The clearing price, more than 97% of the 2011 Solar Alternative Compliance Payment (SACP), represents a strong demand for MA2011 SRECs due to a shortfall of supply in the market.

Any SRECs that went unsold in the auction will be available for sale in the next SRECTrade auction closing on Monday, October 31, 2011. This auction will cover all of the SREC markets including DC, DE, MA, MD, NJ, OH, and PA. The order window is currently open. All buyers and self-serve sellers can login here to place an order. Sellers utilizing SRECTrade’s management service, EasyREC, will have orders automatically placed on their behalf. If these sellers need to make changes to their minimum offer prices, they must do so prior to the 5:00 p.m. close on October 31.

The next issuance of MA2011 SRECs will be on January 15, 2012, and will cover the Q3 2011 (July – September) generation period.

Massachusetts SREC Auction Closes October 17th at 5 p.m. Eastern

In coordination with the upcoming Massachusetts Q2 2011 Solar REC issuance, SRECTrade will be hosting an auction for MA2011 SRECs. The auction order window is currently open and closes on Monday, October 17th at 5:00 p.m. Eastern. Auction clearing price results will be published on Wednesday, October 19th on SRECTrade.

Haven’t created an account yet? All self-serve sellers managing their own SRECs can create one here. If you are a buyer and have not yet signed up for an account you can do so here.

All sellers with a managed EasyREC account will have orders automatically placed on their behalf. If managed sellers need to make any changes to their offer prices, they can do so through their online account prior to 5:00 p.m. Eastern on Monday, October 17th.

IMPORTANT ANNOUNCEMENT FOR MASSACHUSETTS SOLAR GENERATORS

The Massachusetts DOER has revised their application schedule by moving up the deadlines for generation eligibility. The new schedule states that in order for systems generating electricity prior to June 30th (Q2) to get SREC credit for that generation, their applications must have been submitted by August 15th, though there is expected to be some leniency around this first deadline. We strongly urge all unregistered MA customers to submit their EasyREC applications AS SOON AS POSSIBLE (i.e. the next few days) if their systems were generating prior to June 30th. Future deadlines are listed below.

Q2 generation (systems online before June 30th): must apply by 8/15/11

Q3 generation (system online before September 30th): must apply by 11/15/11

Q4 generation (system online before December 31st): must apply by 2/15/12

MA DOER Seeks to Set Fixed SACP Schedule

On August 2, 2011, the Massachusetts Department of Energy Resources (DOER) proposed an amendment to the Solar Alternative Compliance Payment (SACP) schedule for the MA SREC program. Feedback from market participants including project developers, financing parties, and retail electricity suppliers indicated the current SACP structure creates uncertainty around future SREC valuation. Under the existing structure, the DOER has the ability to reduce the SACP on a yearly basis by up to 10% of the current value. The amended schedule seeks to provide more certainty for expected future prices while assisting project financing and negotiations for long-term SREC contracts.

The proposal establishes a 10-year schedule for the SACP that would maintain the current rate of $550/SREC through compliance year 2013, then decrease 5% each following year. The proposal also requires the schedule to be updated on a yearly basis to include a price for the 10th year of the schedule. For example, the 2022 price will be added to the schedule no later than January 31, 2012. The table below demonstrates the proposed schedule.

Prior to implementation, the proposed schedule is to go through a comment process. The comment period is currently open through August 15, 2011. Once all comments are collected, the DOER will review and begin the necessary process to amend the existing Solar Carve-Out provisions.

MA DOER Updates Retroactive SREC Rules

The DOER announced today that they will no longer be awarding retroactive credit for SRECs from generation prior to the current SREC generation period.

In simplified form, this change means that installers and system owners should get their EasyREC paperwork in as soon as their system is interconnected to the electric grid. By submitting immediately, the the DOER and MassCEC will have ample time to approve the system. Even for systems that go online at the end of Q1 (i.e. March 20th), the state will then have a full 3 months to get the system certified for Q1 SRECs on July 15th.

If a system was interconnected in Q1 but is not certified in DOER by July, then it’s first chance to create SRECs will be October 15th. On that date, DOER will only create Q2 SRECs, and will ignore any Q1 SRECs that would have been generated for the system on July 15th.

All recent applications to SRECTrade’s EasyREC service have already been submitted to DOER on the customer’s behalf, and thus are not going to be affected by this change. Feel free to follow up with us, though, if you would like to double-check your status.

Solar Capacity in the SREC States – December 2010

SRECTrade SREC Markets Report: December 2010

The following post outlines the megawatts of solar capacity certified and/or registered to create SRECs in the SREC markets SRECTrade currently serves.

PJM Eligible Systems

As of the end of December, there were 11,241 solar PV (11,015) and solar thermal (226) systems registered and eligible to create SRECs in the PJM Generation Attribute Tracking System registry. Of these eligible systems, 35 (~0.3%) have a nameplate capacity of 1 megawatt or greater, of which only 3 systems are greater than 5 MW. The largest system, currently located in Ohio, is 12 MW,  and the second largest, located in Chicago and eligible for the PA and DC markets, is 10 MW. The third largest system, located in NJ, is 5.6 MW.

Massachusetts DOER Qualified Projects

As of December 10, 2010, there were 180 MA DOER qualified solar projects; 156 operational and 24 not operational. Of these qualified systems, 9 (~5.0%) have a nameplate capacity of 1 megawatt or greater, of which only 2 are between 1.5 and 2 MW. None of the projects greater than 1 MW are currently operational.

Capacity Summary By State

The tables below demonstrate the capacity breakout by state. Note, that for all PJM GATS registered projects, each state includes all projects certified to sell into that state. State RPS programs that allow for systems sited in other states to participate have been broken up by systems sited in state and out of state. For example, PA In State includes projects eligible to sell into the PA SREC market as well as projects that may also be eligible to sell into OH and DC. PA Out of State includes systems sited in states with their own state SREC market (i.e. DE) as well as systems sited in states that have no SREC market (i.e. VA). Also, it is important to note that the Current Capacity represents the total megawatts eligible to produce and sell SRECs as of the noted date, while the Estimated Required Capacity – Current and Next Reporting Year represents the estimated number of MW that need to be online on average throughout the reporting period to meet the RPS requirement within each state. For example, New Jersey needs approximately 255 MW online for the entire 2011 reporting year to meet the RPS requirement. Additionally, the data presented below does not include projects that are in the pipeline or currently going through the registration process in each state program. This data represents specifically the projects that have been approved for the corresponding state SREC markets to date.

Massachusetts SREC Market

The Massachusetts Department of Energy Resources (DOER) recently announced the implementation of a solar carve out as part of the state’s renewable portfolio standard.  The carve-out establishes a requirement of 25 MW of solar electricity for 2010 and a solar alternative compliance payment (SACP) of $600.  SRECTrade will begin hosting SREC auctions in Massachusetts in 2010.  Solar generators may begin registering their facilities with SRECTrade as long as they meet the criteria for eligibility in Massachusetts:

– Solar photovoltaic project located in Massachusetts
– Under 2MW in capacity
– Installed on or after January 1, 2008
– Has not received funding from Commonwealth Solar I
– Has not received substantial support from ARRA-related federal stimulus funds
